The Jūrmala Central Library is located in the Dubulti Cultural Quarter, which was established in 2018. As a public library, it was founded in 1945, originally as Riga City Library No. 19. In 1959, with the founding of the city of Jūrmala, the library was renamed the Linards Laicēns No. 1 Library of Jūrmala. In 1969, the Children’s Department of the Jūrmala City Linards Laicēns No. 1 Library was separated, moved to separate premises, and renamed the Dubulti Children’s Library. In 1976, with the establishment of the centralized library system, it became the Jūrmala Central Library.
The library is accessible via a gentle ramp. The building features an elevator and an accessible restroom.
